Why Austin's WUI Code Is Changing What We Frame Decks With
For most of the country, "what do you frame a deck with" has a boring, one-word answer: pressure-treated pine. In a lot of Austin, that answer isn't available anymore — not because pressure-treated pine got worse, but because more than half the city now falls inside a zone where the Wildland-Urban Interface (WUI) Code has something to say about it.
If you're planning a new deck or an addition anywhere near a greenbelt, a canyon, or one of Austin's wooded hill country lots, this is the code that's most likely to reshape your framing plan — and most homeowners have never heard of it until their permit comes back with questions.
What the WUI Code Actually Is
Austin was the first major city in Texas to adopt the International Wildland-Urban Interface Code, first in 2020 and again in an updated 2024 version. The idea behind it is straightforward: after the 2011 wildfire season burned through Texas and hit Bastrop hard, the city decided that homes built close to wildland areas needed to be built differently — with materials that resist ignition from windblown embers and radiant heat, not just materials that look nice.
The code sorts properties into three Proximity Zones based on how close a structure sits to wildland:
Zone A — 50 feet or closer to wildland
Zone B — 50 to 150 feet from wildland
Zone C — 150 feet up to 1.5 miles from large wildland areas (or up to half a mile from smaller ones)
More than half of Austin now falls into one of these three zones. That includes a lot of neighborhoods that don't feel like "wildfire country" at all — plenty of established, tree-covered lots that are simply close enough to a greenbelt or a stretch of undeveloped land to qualify.
Where Decks Come In
Decks fall under what the code calls "unenclosed appendages and accessory structures," and the rules get more specific the closer you are to wildland:
In Zone A, any deck attached to the house has to be built from ignition-resistant or otherwise approved materials — full stop.
In Zone B, that requirement kicks in for decks within 30 feet of the building.
In Zone C, it applies to decks within 10 feet of the building.
If your deck falls outside those distances, or your lot is outside all three zones, the code isn't your problem. But if it's not, the framing decision isn't really a decision anymore — it's a code requirement, and it gets checked. Every WUI project requires two fire inspections: one before the frame gets covered, and one before final. Inspectors are matching what's on-site against exactly what was approved on the plans, down to the manufacturer and model number.
The Detail That Changes the Framing Conversation
Here's where it's important to be precise, because it's easy to get this wrong. The city's own WUI Code FAQ states that ground-contact fire retardant treated wood isn't an available compliant option for deck framing — but that's specifically about ground-contact applications, like posts set directly in soil. Exterior-rated FRTW products, used above grade, do appear on Austin Fire's approved materials list as a legitimate compliant option for framing in WUI zones. The code's broader guidance lists several acceptable paths: heavy timber, metal, steel, masonry, cement-based materials, and naturally durable wood species that carry fire-retardant treatment.
So exterior FRTW passing inspection isn't in dispute. Whether it's the right choice for the deck you'll actually own in ten years is a separate question, and it's one we think homeowners deserve a straight answer on.
We've written before about what exterior-rated FRTW actually requires to perform as advertised: manufacturer guidance for these products typically calls for every exposed surface to be coated on all sides with a water-repellent preservative at installation, with that coating reapplied on a regular schedule for as long as the structure stands. That's not a one-time step — it's an ongoing maintenance obligation that falls on the homeowner, indefinitely, on a structure that's rained on, walked on, and baked by the Texas sun for most of the year. In our experience, that's not a schedule people actually keep up with. And when the coating lapses, the wood loses ground on the very things it's supposed to resist — moisture, decay, and eventual structural wear — while the framing sits unseen under the decking, doing its job unnoticed until it isn't.
That's the reason we generally steer clients away from exterior FRTW for deck framing in WUI zones, even though the code allows it. It's not a code failure or a workaround — it's a maintenance reality we don't think most homeowners are signing up for when they approve a materials schedule at the permit stage.
There is also a path that keeps standard, non-fire-retardant exterior wood framing in play: fully enclosing the underside of the deck with ignition-resistant skirting, with no storage or open access underneath. That works for some designs, but it changes the look of the deck, limits how you use the space beneath it, and adds its own material and labor cost. For an elevated deck, a walk-out deck, or anything where open space underneath is part of the design, it's often not the right trade-off either.
Which is why, on a growing share of new and permitted decks in Austin's WUI zones, we steer the framing conversation toward metal — not because it's the only compliant option, but because it's the one that doesn't ask the homeowner to maintain a coating schedule to keep the fire rating and the framing both intact.
Where TimberTech Aluminum and Fortress Steel Fit
Both of the systems we covered in our last article happen to line up well with what the WUI code is asking for, though for slightly different reasons.
TimberTech Aluminum Framing carries a Class A Flame Spread Rating — the highest classification available — and the material itself is non-combustible. That's the kind of documentation an inspector wants to see attached to a set of plans in a WUI submittal: a specific manufacturer, a specific product, and fire test data that maps directly to the code section it's satisfying.
Fortress steel framing is built from galvanized, powder-coated steel, which checks the same non-combustible box while giving crews an installation process that's close to framing with wood — a real advantage on a WUI project, where nearly everything else about the build already involves adjusting to new material requirements for roofing, fascia, vents, and fencing.
Both also happen to solve the ordinary durability problems we talked about in the last article — rot, insects, warping — as a side effect of solving the fire-code problem. In a lot of these projects, the WUI requirement is what gets homeowners to switch off wood framing in the first place, and the extra durability is the bonus they didn't ask for but end up appreciating years down the road.
What This Means If You're Planning a Deck
If your property is anywhere near a greenbelt, a canyon, or a wooded area on Austin's edges, don't assume your framing plan from a deck you saw somewhere else — or from a deck you built at a previous house — will apply here. The first real step is finding out which Proximity Zone your lot falls into, which you can check using the city's interactive WUI zone map, because that single fact determines what your framing options actually are, what your fascia and skirting need to look like, and how many inspections your project will require.

It's also exactly the kind of detail that turns a straightforward-looking deck quote into a much more involved conversation — which is a big part of why "just give me a price for a 16x20 deck" is never as simple a question as it sounds.
